# The Complete Guide to the Centrelink MOD F (Business Details) Form for Sole Traders & Partnerships

## If you or your partner run a small business, work as an independent contractor, drive in the gig economy, or hold an active Australian Business Number (ABN) while claiming or receiving a payment from Services Australia (Centrelink), you will almost certainly be asked to complete the MOD F (Business Details) form.

**ℹ️ General Information Only:** This guide is provided for general educational and informational purposes only and does not constitute personal financial, taxation, legal, or social security advice. Government rules change frequently and individual circumstances vary—always verify requirements directly with Services Australia, the ATO, or a registered tax professional before acting.

At 6 pages and 26 detailed questions—asking for everything from formal "Balance Sheets" to "Depreciation Schedules"—the MOD F form can feel overwhelming if you are a sole trader who doesn't have an expensive accountant on retainer.

This guide breaks down **who needs to complete the MOD F form**, **how to fill it in step-by-step**, the **biggest traps that accidentally reduce your Centrelink payments**, and how it connects directly to your **SU580 Profit & Loss Statement**.

### 1. What is the Centrelink MOD F Form Used For?

Unlike regular employees (whose wages are reported automatically to Centrelink every payday via the ATO's Single Touch Payroll system), Centrelink cannot automatically see a self-employed person's true net profit or business assets.

Services Australia uses **Form MOD F (Business Details)** to assess two things under the *Social Security Act 1991*:

1. **The Income Test:** What is your *current* annualised net profit run-rate from the business after allowable Centrelink expenses?
2. **The Assets Test:** What is the net value of the business assets you own (such as tools, vehicles, equipment, or money sitting in a business bank account) minus any business loans?

> **⚠️ Important Rule on Fortnightly Reporting:** If you are self-employed as a sole trader or partner in a partnership, **you must not report your business revenue inside your fortnightly myGov employment income screen**. Doing so will cause Centrelink to double-count your income! Instead, your self-employment income is assessed separately using **Form MOD F** and your accompanying **Profit & Loss Statement (Form SU580)**.

### 2. Who Needs to Fill In a MOD F Form?

You are required to complete a separate **MOD F form** for each business if you (or your partner) operate as a **Sole Trader** or **Partnership** and any of the following apply:

- **You are making a new claim for a Centrelink payment** (such as JobSeeker Payment, Parenting Payment, Disability Support Pension, Carer Payment, Youth Allowance, or the Age Pension) and you hold an active ABN.
- **You are already receiving a Centrelink payment and you start a new micro-business**, register an ABN, start freelancing/contracting (e.g., Uber, DoorDash, NDIS support work, lawn mowing, cleaning, or trades), or join the **Self-Employment Assistance** program.
- **Your business income has dropped or changed significantly** compared to your last lodged ATO Tax Return, and you need Centrelink to reduce the income they are assessing against your payment.
- **You are on the Age Pension (or applying for it) and working as a sole trader** to take advantage of the **$300/fortnight ($11,800 max bank) Work Bonus**.
- **You have permanently closed or paused your business**, and you need Centrelink to stop counting your old business income against your fortnightly payment.

*(Note: If you receive a payment from the **Department of Veterans' Affairs \[DVA\]**, such as the Service Pension or Income Support Supplement, DVA uses an almost identical form called **Form D0525 – Business Details: Partnerships and Sole Traders**).*

### 3. Who Should NOT Use Form MOD F?

- **Private Companies (`Pty Ltd`):** If your business is registered as a Proprietary Limited company (`Pty Ltd`), Question 1 of the MOD F instructs you to stop and complete **Form MOD PC (Private Company)** instead.
- **Trusts:** If your business operates through a Family Trust, Discretionary Trust, or Unit Trust, Question 2 instructs you to complete **Form MOD PT (Private Trust)** instead.
- **Rental Properties Only:** If you only own residential investment properties (and do not run an active business), you use **Form MOD R (Real Estate Details)**.

### 4. The 5 Biggest MOD F Traps (And How to Avoid Them)

Most sole traders get stuck—or accidentally trigger a reduction in their Centrelink payments—on five specific questions. Here is how to handle them properly:

#### Trap 1: Question 14 — "I'm a sole trader, I don't have an Accountant's Balance Sheet!"

**Question 14** asks you to attach your *"Latest Balance Sheet"*, *"Latest Depreciation Schedule"*, and *"Latest Profit and Loss Statement"*. Many micro-business owners panic here because sole traders are not legally required by the ATO to prepare formal Balance Sheets.

- **The Solution:** Read the fine print in Question 14 closely! Services Australia states: *"If you do not have a balance sheet, you can provide a list of the type and amount of each asset or liability of the business."* You simply need to list the market value of any work tools/equipment you own, your business bank account balance, and any business loans you owe.

#### Trap 2: Question 14 — The Mandatory SU580 Profit & Loss Requirement

**Question 14** also states:

> *"If you do not have a Profit and Loss Statement or cannot obtain one from your accountant, complete the Profit and Loss Statement (SU580) form."*

If you submit a MOD F form *without* an accompanying Profit & Loss Statement (or SU580), Centrelink will place your claim or review on hold and issue a 14-day rejection/request notice. Even if your business is brand new, you must still provide your initial trading figures or an SU580 covering your initial trading period.

#### Trap 3: Question 16 — Letting Centrelink Use Last Year's Higher Tax Return!

By default, Centrelink looks at your **most recent ATO Income Tax Return** to estimate your business profit for the next 12 months.

- **Why this is a trap:** What if you earned $65,000 last financial year, but you recently injured yourself, lost a major contract, or retired onto the Age Pension and now only earn $200 a week? If you don't answer **Question 16** properly, Centrelink will keep assessing you at $65,000/year—wiping out your payment!
- **The Solution:** Tick **"Yes"** at **Question 16** (*"Is your current income from the business different to that shown on the latest Profit and Loss Statement or Income Tax Returns?"*). You must then attach a current **SU580 Profit & Loss Statement** (covering the last 13 weeks / 90 days) showing your new, lower net profit run-rate, along with a short note explaining why your income decreased.

#### Trap 4: Claiming ATO Tax Depreciation on Your Centrelink P&L

When attaching your Profit & Loss Statement or depreciation schedule at Question 14, remember that **Services Australia strictly disallows tax depreciation and ATO Instant Asset Write-Offs** as business expenses.

- While the ATO lets you write off depreciation on your tax return, Centrelink adds all depreciation back into your net profit! Conversely, Centrelink assesses essential tool and equipment cash outlays in the period the cash was actually spent.

#### Trap 5: Question 23 — Age Pensioners Forgetting the "Work Bonus" Rules

If you are of **Age Pension age** and working as a sole trader, the first **$300 per fortnight ($7,800 per year, plus up to $11,800 in your Work Bonus bank)** of your net self-employment income is **100% exempt** from the Age Pension income test—**provided the work involves personal effort** ("gainful work").

- **The Solution:** You must clearly complete **Question 23**, listing the active duties you perform (e.g., *"Gardening, client quotes, mowing — 10 hours per week"*). If you leave Question 23 blank, Centrelink may classify your business income as "passive investment income," which does **not** qualify for the $300/fortnight Work Bonus exemption!

#### 5. Step-by-Step: How to Fill In Form MOD F

Here is a plain-english walkthrough of the sections inside the 6-page `MOD F` form:

- **Questions 1 to 5 (Your Details & Structure):** Enter your name, Centrelink Customer Reference Number (CRN), the Business Trading Name, your 11-digit **ABN**, and your business address. At Question 3, tick **Sole trader** (100% ownership) or **Partnership** (and list your % share).
- **Questions 6 to 7 (Partner & Co-Owner Details):** If you have a domestic partner (even if they don't work in the business) or business partners, list their names and ownership shares.
- **Questions 8 to 11 (Business Activity & Real Estate):** Briefly describe what your business does (e.g., *"Mobile Dog Grooming"* or *"Rideshare Driver"*). Answer whether the business owns real estate or holds cash in a dedicated business bank account.
- **Questions 12 to 15 (Tax Returns & Financial Statements):** Indicate whether you have lodged a tax return for the business yet. If this is your first year of trading (or your tax return doesn't reflect your current income), you will attach your **SU580 Profit & Loss Statement** and a simple list of your business assets/tools and liabilities at Question 14.
- **Questions 16 to 19 (Changes in Income or Wage Draws):** Tick **Yes** at Question 16 if your income has dropped or changed since your last tax return, and attach your latest 13-week **SU580 Profit & Loss Statement**.
- **Questions 20 to 22 (Paused or Ceased Businesses Only):** Only complete these if your business has temporarily paused trading or permanently closed down.
- **Questions 23 to 26 (Duties, Hours Worked & Signature):** Write down the main tasks you do and the average hours you work per week, then sign and date the declaration on Page 6.

#### 6. Need an Official SU580 Profit & Loss Statement to Attach to Your MOD F?

As noted in **Question 14** and **Question 16** of the MOD F form, Services Australia requires you to attach a compliant **Profit & Loss Statement (Form SU580)** whenever you:

- Start a new sole trader business and haven't lodged a full-year tax return yet;
- Need to prove your business income has dropped compared to last year's tax return; or
- Need to complete your regular 13-week (90-day) or 26-week Centrelink self-employment review.

**All Sorted** takes the stress out of Centrelink compliance. Simply upload photos of your receipts, invoices, or bank statements into our secure **Document Vault**, and our platform automatically strips out GST, applies Services Australia's strict cash-accounting rules, and generates your official **Centrelink SU580 PDF** **Profit & Loss Statement** ready for you to sign and submit it.
